Building Safety
& Higher-Risk Buildings (HRBs)

Supporting HRB Projects with Structure, Clarity and Confidence

Projects involving Higher-Risk Buildings (HRBs) face the most stringent oversight under the Building Safety Act. With mandatory Gateway stages, increased documentation standards, and regulator scrutiny at every phase, it's essential to have expert guidance in place to ensure timely, compliant delivery.

enevo specialises in helping clients navigate the specific challenges of HRB projects. From Gateway 1 planning through to Gateway 3 handover and Regulation 38 coordination, we provide the technical, regulatory, and project-level insight required to manage your responsibilities under the law.

Higher-Risk Buildings (HRBs) Service Overview

Under the Building Safety Act 2022, a building qualifies as a Higher-Risk Building if it is at least 18 metres in height or has seven storeys and contains at least two residential units. These projects must pass through a three-stage Gateway process, and dutyholders must demonstrate structured compliance at each phase. enevo provides tailored HRB support that combines technical expertise, design coordination, and compliance oversight.

Key Deliverables:

  • HRB eligibility assessment and dutyholder alignment
  • Gateway 1, 2, and 3 submission planning and support
  • Fire and structural safety documentation review
  • Design-phase coordination across all dutyholders
  • Change control planning and version tracking
  • Regulation 38 and Fire and Emergency File preparation

How our Building Safety & Higher-Risk Buildings (HRBs) Service Works

01

Confirming HRB Status & Setup
We review the scope, height, and use of the building to confirm whether the HRB criteria apply and establish dutyholder roles accordingly.

02

Gateway Strategy and Readiness
We help structure the compliance plan across all Gateway stages, aligning key documents and timelines to support successful submissions.

03

Design Phase Oversight
We coordinate between Principal Designer, Client, and wider design team to ensure that the developing design complies with Parts A–T and aligns with declared safety intentions.

04

Change Management & Version Control
We implement tools and processes to capture notifiable and major changes, including support for Regulation 32A compliance within Common Data Environments (CDEs).

05

Final Submission & Regulation 38 Delivery
We coordinate the Fire and Emergency File and Regulation 38 content, working with the Principal Contractor and Responsible Person to support full Gateway 3 submission and audit trail.

Why HRB Support Matters Image

Why HRB Support Matters

The stakes are high on HRB projects. The Gateway process is more than an administrative hurdle, it's a regulatory safeguard, and failure to meet its demands can halt progress, trigger resubmissions, or attract enforcement action.

Design changes must be documented and approved, evidence must be traceable, and teams must operate with full awareness of their responsibilities under the Act. Even experienced dutyholders benefit from structured support to avoid duplication, errors, or gaps in compliance.

Our goal is to help you reduce risk, avoid costly delays, and maintain full control throughout the project lifecycle, ensuring your HRB project is safe, auditable, and regulator-ready.

Dan at enevo has completed for us SBEM Calculations and EPC Certificates for 6 commercial units on an industrial estate. The cost of the works was very competitive and the service we received was second to none. With very limited time to get these works completed Dan worked round the clock (and into his annual leave!!) to ensure that our completion date was achieved with very little notice. Would highly recommend!
