About Home Quality Mark (HQM)?

Scheme update: Home Quality Mark (HQM) has evolved into BREEAM UK New Construction: Residential. BREEAM UK New Construction: Residential V6.1 supersedes HQM V6 as the current BREEAM assessment for new homes in the UK. Existing HQM registrations can continue to assessment and certification. New HQM V6 registrations closed on 28 May 2025, although BRE states that registration may still be possible where there is a contractual obligation to use HQM V6 to satisfy a funding or planning condition.

The Home Quality Mark (HQM) is a BRE residential certification scheme for new homes and the predecessor to BREEAM UK New Construction: Residential. In April 2025, HQM evolved into BREEAM UK New Construction: Residential V6.1 (UKNCR), which now supersedes HQM V6 as the current BREEAM assessment for new homes in the UK. Projects already registered under HQM can continue under their applicable HQM scheme version.

HQM provides independent assessment of a home’s quality and sustainability across areas including energy, materials, water, comfort, resilience, construction quality and customer experience. Certified homes receive an HQM rating under the applicable registered scheme.

When does HQM still apply?

HQM remains relevant to projects already registered under HQM beta (2015), HQM ONE (2018) or HQM V6, which can continue towards HQM certification. BRE also states that, following the closure of HQM V6 registrations on 28 May 2025, a new HQM V6 registration may still be possible where there is a contractual obligation to use HQM V6 to satisfy a funding or planning condition. Other new-build residential projects should use the current BREEAM UK New Construction: Residential scheme.

  • Provides independently assessed evidence of a home’s quality and sustainability performance
  • Covers a broad range of design, construction and performance criteria
  • Provides a recognised rating for projects assessed under an applicable HQM scheme 
  • Allows existing HQM registrations to continue towards HQM certification
  • Can remain relevant where an existing funding or planning requirement specifically requires HQM
