Clerk of Works

Clerk of Works Services

A Clerk of Works provides an independent site-based presence on behalf of the Client, monitoring construction works and providing quality control throughout the project. The role focuses on observing the works as they progress and checking that construction is being carried out in accordance with the design, drawings and specification.

Regular site inspections can help identify defects, workmanship issues and departures from the agreed requirements at an early stage. Findings can be recorded and reported to the relevant members of the project team, helping Clients and Project Managers maintain oversight of construction quality and address issues as the works progress.

Clerk of Works services can support a range of construction projects, including building works, mechanical and electrical installations and civil engineering works. The level and frequency of site involvement can be tailored to the requirements of each project.

Working alongside the wider project team, a Clerk of Works provides an additional focus on the quality of construction being delivered on site, helping Clients to monitor whether the works are progressing in line with the agreed requirements.

What does a Clerk of Works do? Image

What does a Clerk of Works do?

A Clerk of Works is primarily concerned with the quality and standard of construction being delivered on site.

Working to the scope and basis of their appointment, a Clerk of Works can inspect materials, workmanship and completed elements of the works, compare construction against drawings and specifications, identify defects or areas requiring attention, and report findings back to the Client and relevant project team members.

The role can help provide an independent perspective during construction rather than relying solely on information supplied by the contractor.

Typical areas of inspection can include:

  • Workmanship and construction quality
  • Materials and components being used on site
  • Construction against approved drawings and specifications
  • Installation and completed works
  • Defects, incomplete works and areas requiring correction
  • Progress and significant site observations
  • Quality issues that could lead to rework or further project problems
  • Records and evidence of inspection findings

The precise responsibilities of a Clerk of Works depend on the appointment and project requirements. The role does not replace the responsibilities of the Client, contractor, Principal Contractor, Building Control body or other statutory dutyholders.

How Our Clerk of Works Service Works

01

Understand the Project Requirements
We establish the relevant project information and the basis of the Clerk of Works appointment, including drawings, specifications and other information needed to understand what is expected to be delivered.

02

Inspect the Works

Site inspections are undertaken at appropriate stages of construction to observe workmanship, materials, installations and completed elements of the works.

03

Record Findings

Observations are recorded so that quality issues, defects, incomplete works and other relevant matters can be clearly communicated to the project team.

04

Report to the Client

Findings are reported to the Client and relevant project representatives, providing a clear record of observations and areas requiring attention.

05

Support Ongoing Quality Monitoring

Further inspections can be used to monitor progress and consider whether previously identified issues have been addressed, subject to the agreed scope of the appointment.

Clerk of Works and NEC Supervisor

Contract-Specific Supervision and Inspection

A Clerk of Works and an NEC4 ECC Supervisor are related but distinct roles.

Where an NEC4 Engineering and Construction Contract requires a Supervisor, the Supervisor has specific contractual functions including testing and inspection, notifying defects and issuing the defects certificate. The role is governed by the NEC contract and does not simply amount to general site inspection.

Where required, enevo can discuss the appropriate inspection or supervisory arrangement for the project and contract. The specific availability and scope of NEC Supervisor services should be confirmed as part of the appointment.

Supporting Quality Throughout Construction

A Clerk of Works can form part of the wider project team, working alongside Clients, Project Managers, contractors, designers and other consultants.

The role is focused on construction inspection and reporting. It does not transfer the legal or contractual responsibilities of other project participants.

For example, under CDM 2015, the Principal Contractor is responsible for planning, managing, monitoring and coordinating health and safety during the construction phase on projects involving more than one contractor. A Clerk of Works does not replace that dutyholder.

Similarly, Clerk of Works inspections should not be confused with statutory Building Control inspections. Where Building Control approval or inspection is required, the relevant Building Control body retains its statutory role.

This distinction allows the Clerk of Works to provide an additional layer of project-side inspection without blurring responsibilities.

Frequently asked questions?

What is a Clerk of Works?

A Clerk of Works is a construction inspection professional appointed to monitor the works on behalf of the Client. The role can include inspecting workmanship and materials, checking construction against project information, identifying issues and reporting findings to the Client and relevant project team members.

When should a Clerk of Works be appointed?

A Clerk of Works can be appointed where a Client wants independent inspection and quality monitoring during construction. The appropriate timing and level of involvement will depend on the project, construction programme, scope of works and Client's requirements.

What does a Clerk of Works inspect?

The scope can include workmanship, materials, installations, completed construction elements, defects and construction against drawings and specifications. The exact inspection requirements depend on the project and the basis of the appointment.

Does a Clerk of Works replace Building Control?

No. A Clerk of Works provides Client-side construction inspection and reporting. This is separate from the statutory functions carried out by the relevant Building Control body.

Does a Clerk of Works replace the Principal Contractor?

No. The Clerk of Works does not take on the Principal Contractor's legal responsibilities under CDM 2015. The Principal Contractor remains responsible for planning, managing, monitoring and coordinating health and safety during the construction phase where the role applies.

Can a Clerk of Works inspect M&E works?

Yes, where M&E inspection forms part of the agreed service scope and the appropriate technical capability is available. enevo's source service information specifically identifies mechanical and electrical installations alongside building and civil engineering works.

Can enevo provide an NEC Supervisor?

NEC4 ECC Supervisor appointments have specific contractual functions and should be considered separately from general Clerk of Works inspection. Where this service is required, the scope and availability should be confirmed for the particular project and contract.
