COSHH Assessment

COSHH Assessment Services

Practical COSHH assessment support to help organisations identify hazardous-substance risks, assess workplace exposure and establish appropriate measures for protecting employees and others who may be affected.

Substances used or generated through workplace activities can present significant risks to health if exposure is not properly understood and controlled. Under the Control of Substances Hazardous to Health Regulations 2002 (COSHH), employers must assess the risks created by work that is liable to expose employees to substances hazardous to health and identify the measures needed to prevent or adequately control that exposure.

A COSHH assessment considers much more than the substance itself. It looks at how a substance is used or generated, who may be exposed, how exposure could occur, the level and duration of exposure, the controls already in place and whether further measures are required.

enevo provides COSHH assessment support to help organisations understand hazardous-substance risks within their working activities and identify practical measures for managing exposure.

When is a COSHH Assessment Required?

A COSHH assessment is required where work is liable to expose employees to a substance hazardous to health.

Hazardous substances are not limited to products carrying hazard labels. They can include substances purchased for use at work as well as dusts, fumes, vapours, mists or gases generated by a workplace process.

Examples may include cleaning products and chemicals, paints, coatings and solvents, adhesives and resins, gases and vapours, workplace dusts, silica dust generated through cutting or grinding, welding fumes and biological agents.

The assessment should consider the actual task and working conditions rather than looking only at the product in isolation. This is particularly important where the way a substance is handled, mixed, applied, cut, heated, sprayed or otherwise processed may affect the likelihood or level of exposure.

What Does a COSHH Assessment Consider?

A suitable COSHH risk assessment brings together information about the substance, the activity and the people who may be exposed.

Depending on the circumstances, the assessment should consider factors including:

How Our COSHH Assessment Support Works

01

Identify Hazardous Substances and Activities

The starting point is understanding which substances are used, produced or encountered through the work.

Available product information and Safety Data Sheets can be reviewed alongside the activities being carried out, including substances such as dust or fumes that may be generated through the work itself.

02

Assess How Exposure Could Occur

The assessment considers who could be exposed, how exposure may occur and the circumstances in which the work is undertaken.

This can include exposure through breathing in dust, fumes, gases, vapours or mists, as well as substances coming into contact with or being absorbed through the skin.

03

Review Existing Controls

Existing working methods and control measures are considered to establish how exposure is currently being prevented or controlled.

Where improvements are required, the assessment can identify appropriate actions based on the nature of the activity and the risks involved.

04

Record the Assessment and Required Actions

The significant findings of the assessment should provide a clear record of the hazards identified, the people who may be affected and the measures required to manage exposure.

Employers with five or more employees must record the significant findings of their COSHH assessment and the steps taken to meet the requirements for preventing or controlling exposure.

05

Review the Assessment

COSHH assessments should not simply be completed and filed away.

They need to remain relevant to the work being undertaken and should be reviewed regularly and where changes indicate that the existing assessment may no longer be suitable and sufficient.

Controlling Exposure to Hazardous Substances Image

Controlling Exposure to Hazardous Substances

The purpose of a COSHH assessment is not simply to identify a hazardous substance. It is to determine how exposure can be prevented or, where prevention is not reasonably practicable, adequately controlled.

Where possible, consideration should first be given to preventing exposure at source. This could include avoiding a hazardous substance, substituting it for a safer alternative or changing the way the task is carried out.

Where exposure cannot be prevented, appropriate controls can include enclosure or segregation, extraction, changes to working methods, safe handling and storage arrangements, suitable housekeeping, information and training, and appropriate respiratory or personal protective equipment where required.

The correct approach will depend on the substance, activity, route of exposure and working environment. Personal protective equipment can form an important part of a control strategy, but it should not automatically be treated as the first or only method of controlling exposure.

Effective COSHH management means using the findings of the assessment to maintain practical working arrangements, review controls and respond when activities or risks change.

Frequently asked questions?

What is a COSHH assessment?

A COSHH assessment is an assessment of the health risks created by work involving substances hazardous to health. It considers the hazardous substance, how people may be exposed, the circumstances of the work and what measures are required to prevent or adequately control exposure.

Is a Safety Data Sheet the same as a COSHH assessment?

No. A Safety Data Sheet provides important information about a chemical product, including its hazards, handling requirements, storage and emergency measures.

That information can form an important part of a COSHH assessment, but the Safety Data Sheet is not itself the assessment. A COSHH assessment must consider how the substance is actually being used within the workplace, the activity involved, who may be exposed and the control measures required under those particular working conditions.

What is the first step in a COSHH assessment?

The first stage is to identify the substances hazardous to health that are used or generated by the work and gather relevant information about their hazards. This can include reviewing product labels and Safety Data Sheets as well as considering hazardous dusts, fumes or other substances generated through workplace processe

Who can carry out a COSHH assessment?

There is no particular qualification specified by HSE that a person must hold simply to carry out a COSHH assessment. However, the person completing the assessment must be competent.

This means having the necessary knowledge, skills and experience to understand the hazards and risks involved, identify how people could be exposed, gather the relevant information and make appropriate decisions about controlling that exposure.

When should a COSHH assessment be reviewed?

COSHH assessments must be reviewed regularly to make sure that they remain suitable and sufficient.

They should also be reviewed where there is reason to believe an existing assessment is no longer valid, where there has been a significant change in the work or where relevant exposure monitoring indicates that a review is necessary.

Do COSHH assessments have to be recorded?

Employers with five or more employees must record the significant findings of their assessment and the steps taken to prevent or adequately control exposure.

Does every chemical need a COSHH assessment?

COSHH is concerned with work that may expose people to substances hazardous to health rather than simply requiring a separate form for every chemical present in a workplace. The assessment needs to consider the substance together with the activity, potential exposure and existing controls.
