Practical Health and Safety Management

A practical health and safety management system helps organisations establish clear responsibilities, manage workplace risks and maintain effective arrangements for protecting employees and others affected by their activities.

Effective health and safety management is about more than having a policy in place. Organisations need appropriate arrangements for planning, organising, controlling, monitoring and reviewing the measures used to manage health and safety.

These arrangements should reflect the nature and size of the organisation, the risks associated with its activities and the people who may be affected by its work.

A structured management system can help bring these elements together, providing a clear framework for responsibilities, procedures, risk controls, communication, competence and continual review.

Through Aegis Services, part of enevo, we can support organisations in reviewing and strengthening their approach to health and safety management, helping ensure that arrangements are structured, proportionate and aligned with the organisation's activities and risks.

Plan, Do, Check, Act

HSE's HSG65 guidance uses a Plan, Do, Check, Act approach to managing health and safety.

01

Plan

Establish the organisation's approach, understand its risks, set priorities and determine the arrangements needed to manage them.

02

Do

Put those arrangements into practice through appropriate responsibilities, resources, competence, communication and risk controls.

03

Check

Monitor performance and review whether arrangements are working as intended. This can include inspections, audits, incident information and other relevant performance measures.

04

Act

Use the findings to address weaknesses, improve arrangements and ensure the management system continues to reflect the organisation's activities and risks.

Health and Safety Within the Built Environment Image

Health and Safety Within the Built Environment

For construction and built-environment organisations, health and safety management can sit alongside wider project and regulatory responsibilities.

Organisational health and safety arrangements should be distinguished from project-specific duties under legislation such as the Construction (Design and Management) Regulations 2015.

Where relevant, health and safety management can therefore form part of a wider compliance approach alongside CDM, Building Safety and other specialist requirements.

enevo's wider built-environment expertise allows related requirements to be considered in the context of the organisation and its projects, while keeping individual statutory responsibilities and appointments clear.

Legal and Organisational Responsibilities

The Management of Health and Safety at Work Regulations 1999 require employers to make and give effect to arrangements appropriate to the nature of their activities and the size of their undertaking for the effective planning, organisation, control, monitoring and review of preventive and protective measures.

Where an employer has five or more employees, those arrangements must be recorded.

The Regulations also require employers, subject to the applicable provisions, to appoint one or more competent persons to assist with the measures needed to comply with relevant statutory health and safety requirements.

External advice can support an organisation's health and safety arrangements, but using an external consultant does not remove the employer's legal responsibilities.

Frequently asked questions?

Is a health and safety management system a legal requirement?

There is no single requirement for every organisation to implement a formal management system such as ISO 45001. However, employers have legal duties to establish and implement appropriate health and safety arrangements under the Management of Health and Safety at Work Regulations 1999.

What should a health and safety management system include?

The structure will depend on the organisation and its activities, but effective arrangements commonly address responsibilities, risk management, procedures, competence, communication, monitoring, review and continual improvement.

What is HSG65?

HSG65 is HSE's guidance for managing health and safety. It uses the Plan, Do, Check, Act approach to help organisations establish, implement, monitor and improve their health and safety arrangements.

Is ISO 45001 the same as a health and safety management system?

ISO 45001 is a specific international standard for occupational health and safety management systems. A health and safety management system can also be structured using other approaches, including HSG65.

Does a health and safety policy provide a complete management system?

No. A policy is an important part of an organisation's health and safety arrangements, but effective management also requires appropriate responsibilities, risk controls, procedures, competence, monitoring and review.

When should an organisation review its health and safety management arrangements?

Arrangements should be monitored and reviewed to check that they remain effective and appropriate. Reviews may also be particularly important when an organisation's activities, processes, workforce, risks or operating circumstances change.
