PUWER Risk Assessment Services

PUWER Risk Assessment Services

A PUWER risk assessment examines risks associated with equipment used at work and the measures needed to control them. PUWER stands for the Provision and Use of Work Equipment Regulations 1998, which set requirements for the suitability, condition and safe use of work equipment in Great Britain.

Work equipment risks depend on the task, the people involved and the conditions in which equipment is used. An assessment should consider how equipment is operated, cleaned and maintained, alongside the safeguards and working arrangements already in place.

enevo provides PUWER risk assessment support to help organisations understand equipment risks and identify practical improvements. Whether you manage a construction site, workshop or maintenance operation, the starting point is understanding your equipment and the support required.

When Is a PUWER Risk Assessment Relevant?

PUWER applies widely to equipment used at work, including machinery, tools, appliances and installations. Relevant equipment can range from portable tools and workshop machinery to plant used on construction sites.

Employers need to manage risks from equipment used by their employees, including equipment they hire or employees provide themselves. Ownership alone does not determine responsibility.

Assessment is particularly relevant when equipment is introduced, moved, modified or used for a different task, and when reviewing existing working arrangements. The level of detail should reflect the equipment and the risks involved.

How a PUWER Risk Assessment Works

01

Define the Equipment and Activities

Identify the equipment to be assessed, its location and the tasks it performs. Establish how it is used in practice and who may be affected.

02

Gather Relevant Information

Bring together operating instructions, previous assessments, maintenance information and available inspection records. Speak with people familiar with the equipment and its day-to-day use.

03

Assess Risks and Existing Measures

Consider what could cause harm and whether the precautions are suitable. Where equipment or control systems require specialist investigation, identify the competent input needed.

04

Record Findings and Actions

Identify the improvements required and prioritise action according to risk. A useful action plan assigns responsibility and makes clear how completion will be checked.

05

Review Changes and Effectiveness

Review whether actions have addressed the risks and whether the assessment remains relevant. Respond to equipment changes, defects, incidents and feedback from those carrying out the work.

How Often Should Work Equipment Be Inspected? Image

How Often Should Work Equipment Be Inspected?

There is no single annual inspection interval for all work equipment under PUWER. Inspection needs and frequency depend on the equipment, its use, operating conditions and manufacturer’s recommendations.

Where safety depends on installation, inspection is required after installation and before first use, and after reassembly at a new location. Equipment exposed to deterioration that could create danger needs inspection at suitable intervals and after exceptional circumstances liable to jeopardise its safety.

Not every item needs a formal inspection. Required inspection results must be recorded and retained at least until the next inspection. Specific equipment requirements, including those for certain power presses, must also be considered.

Frequently asked questions?

Who Can Carry Out a PUWER Risk Assessment?

The assessor needs knowledge, skills and experience appropriate to the equipment and the risks involved. Complex machinery may require specialist engineering input. A course certificate alone does not demonstrate competence for every type of equipment or assessment.

What Is the Difference Between PUWER and LOLER?

PUWER covers work equipment more broadly. The Lifting Operations and Lifting Equipment Regulations 1998, known as LOLER, add requirements for lifting equipment and lifting operations, including planning, supervision and thorough examination where applicable.

Equipment such as a lifting appliance can fall under both. A PUWER risk assessment does not replace a required LOLER thorough examination or the planning of a lifting operation.

Can I Use a PUWER Checklist?

A checklist can help organise an assessment, covering equipment suitability, safeguards, controls, isolation, maintenance, inspection and training. It should be adapted to the equipment and actual work activities. Completing a generic checklist does not, by itself, establish that equipment is safe or that all applicable requirements have been met.

What Is an Example of a PUWER Assessment?

For a contractor’s portable cutting tool, an assessment might consider whether the tool and cutting accessory suit the material, whether protective measures are appropriate, how the workpiece is supported, the operator’s training and the arrangements for safe adjustment and maintenance.

Associated dust, noise and vibration risks also need attention under the relevant requirements. This is an illustrative example, not an exhaustive checklist or an enevo case study.

What Information Should I Provide When Enquiring?

Where available, provide an equipment list, site location, a description of the tasks and any particular concerns. Operating manuals, previous assessments, maintenance records and inspection reports can help explain the existing arrangements and the support you need.

When Should a PUWER Risk Assessment Be Reviewed?

Review the assessment where changes could affect the risks or existing controls are no longer effective. Relevant triggers include new equipment, modifications, different working methods, accidents, near misses or concerns raised by workers. An assessment review and an equipment inspection serve different purposes; arrange each according to the risks and applicable requirements.
