Fire Risk Assessment Services

A fire risk assessment provides a structured assessment of the fire hazards within a premises, the people who may be at risk and the measures in place to prevent fire and protect people if a fire occurs. For premises covered by the Regulatory Reform (Fire Safety) Order 2005, the Responsible Person has a legal duty to ensure that a suitable and sufficient fire risk assessment is carried out and kept under review.

Through Aegis Services, part of enevo, we provide fire risk assessment support to help organisations understand their existing fire risks, identify areas requiring attention and establish practical actions to improve fire safety management.

When is a Fire Risk Assessment Required?

The Regulatory Reform (Fire Safety) Order 2005 places responsibilities on the Responsible Person for fire safety in premises within the scope of the Fire Safety Order.

The Responsible Person must ensure that a suitable and sufficient assessment of the risks to relevant persons is carried out. The assessment should consider the circumstances of the premises and the people who may be at risk, with appropriate measures put in place to address identified risks.

A fire risk assessment should also be reviewed where it may no longer be valid, including where there have been significant changes to the premises, its use, the people exposed to risk or other relevant circumstances.

For organisations responsible for buildings, this means a fire risk assessment should be treated as part of an ongoing approach to fire safety management rather than simply a one-off document.

What Does a Fire Risk Assessment Cover?

A fire risk assessment considers the characteristics and use of the premises alongside the hazards, people at risk and existing fire-safety arrangements.

Depending on the premises and its circumstances, the assessment can consider:

How Our Fire Risk Assessment Service Works

01

Initial Scope and Information Review

We begin by understanding the premises, its use and the circumstances surrounding the assessment.

02

Site Assesement

The premises are assessed to identify relevant fire hazards, consider the people who may be at risk and review the measures already in place to manage fire risk.

03

Risk Evaluation

Identified hazards and existing precautions are evaluated to establish where fire risks may require further management or improvement.

04

Report and recommend

The findings are documented so that identified issues and recommended actions can be clearly understood.

05

Action and Review

A fire risk assessment helps prioritise improvements and review fire-safety arrangements as circumstances change.

Fire Risk Assessment and Wider Building Safety Image

Fire Risk Assessment and Wider Building Safety

Fire risk assessment forms part of the wider fire-safety and building-management picture.

An assessment may identify issues that require further investigation, testing or specialist advice. These should not automatically be treated as being within the scope of a general fire risk assessment.

For example, specific issues may require specialist consideration of fire doors, fire dampers, compartmentation, building construction or other fire-safety measures.

enevo's wider building compliance and Building Safety services can provide additional support where a fire risk assessment forms part of a broader compliance requirement.

This can be particularly relevant where fire-safety considerations interact with wider responsibilities for existing buildings, Higher-Risk Buildings or building-safety documentation.

Aegis Services, now part of enevo

Aegis Services joined enevo in 2026, bringing further construction health and safety, CDM, Clerk of Works and risk management experience into the group.

The Aegis team has supported clients across the North West since 1995, with experience spanning thousands of projects and more than 600 clients. This experience now sits alongside enevo's wider Building Safety, Building Compliance and Building Control capabilities.

This joined-up expertise allows clients to access health and safety support alongside other specialist services where their projects or organisational requirements extend into wider built-environment compliance.

Frequently asked questions?

What is a fire risk assessment?

A fire risk assessment is a structured assessment of fire hazards, people who may be at risk and the measures in place to prevent fire and protect people if a fire occurs. For premises covered by the Regulatory Reform (Fire Safety) Order 2005, the Responsible Person must ensure that a suitable and sufficient assessment is carried out.

Who is responsible for a fire risk assessment?

The legal responsibility rests with the Responsible Person under the Regulatory Reform (Fire Safety) Order 2005. A competent person can assist with carrying out the assessment, but appointing an external assessor does not transfer the Responsible Person's statutory responsibilities.

When should a health and safety audit or inspection be carried out?

The appropriate timing depends on the organisation, project and purpose of the review. Audits and inspections can form part of the ongoing monitoring and review of health and safety arrangements.

When should a fire risk assessment be reviewed?

A fire risk assessment should be reviewed regularly and whenever there is reason to believe it may no longer be valid. This can include significant changes to the premises, its use, the people exposed to risk or other relevant circumstances.

What does a fire risk assessment cover?

The assessment considers relevant fire hazards, people at risk, existing fire precautions and fire-safety management arrangements. The precise scope depends on the premises and its circumstances.

Who can carry out a fire risk assessment?

The Responsible Person can carry out the fire risk assessment themselves where they have the necessary competence to do so. Where another person is appointed to undertake the assessment, the Responsible Person should ensure that the assessor is competent for the type of premises and the risks involved.

What happens after a fire risk assessment?

The findings can identify areas where existing fire-safety arrangements need to be improved. Recommendations and an action plan can then provide a basis for addressing identified risks and reviewing progress.
